Victor Carneiro is currently serving as the Chief Technology Officer for the OMES, EGID (HealthChoice).

Victor Carneiro has over 30 years of IT experience in management, architecture, application development and multi-platform infrastructure. He has held senior leadership positions as Chief Information Officer, Vice President of IT, IT Director and senior IT Architect at mid-sized to large companies where he was responsible for system conversion projects involving the selection and implementation of enterprise-wide technology systems, assembling of high-performing continuous-delivery teams and employing innovative transformation methodologies. Carneiro is passionate about technology and has been actively involved with local professional organizations where he has served as President of the OKC chapter of the Project Management Institute and Vice President of the OKC Association of Information Technology Professionals (now CompTIA). He has taught tech-related business classes as an adjunct professor at the University of Phoenix OKC campus and served as a member of the advisory committee for OSU-OKC, Vatterott College and ITT Technical Institute. He is also involved with his local community serving on the advisory board for InnoTech Oklahoma, PMI OKC, Edmond Neighborhood Alliance and the City of Edmond Stormwater Drainage Advisory Board. Carneiro is a certified project manager and certified scrum master. He holds a master’s degree in information systems from the University of Texas at Arlington and a bachelor’s degree in computer science from the University of Central Oklahoma.
